If that's the case, I think they didn't want people gifting or lending a digital copy of a game they bought on a disc and then having the ability to disconnect their Xbox One from the internet, popping the disc in and playing said game.
NO not the disk copies. They need to separate the disk copy from the digital copy. Then they can do family sharing with only the digital copies. They have already said that the new change will require disk copies to have the disk loaded. Before a disk copy was treated just a like a digital copy.
