Now if the Chiefs took someone in the first or second rounds, then most would agree that they have a clear determined mindset at developing the guy and giving him starts in the future. No such assurances for Bray, who will most likely be a career backup.

THEY HAVE HIM. They have the exclusive right to evaluate him day to day and determine if there is any there there. At this point it doesn't matter how, just like it didn't matter how Brady or Warner made their rosters.
