It depends on the situation. These incidents are exactly why we have an "intelligence community." If some nut with a camera and a mic is yelling, 'Death to America!" then we don't take that as a meaningful threat. If a political/religious/social leader with access to/control of a covert tactical network releases a mission statement outlining specific threats to our elected officials, then we investigate it and determine the legitimacy of the threat. If that threat can be determined as legitimate then we are justified in using assassination.
