A lot of it has to do with his delivery and style, not just the jokes. Plus the jokes are like many comedians, observations of daily life, but he takes it to the level that most people never think or consider. Such as you may have seen him on a TV show, but in his mind, you more than likely have seen him in a supermarket. It's sort of like Seinfeld, he questions things that we take for granted. George Carlin did the same, who was probably my first favorite comedian.
Everybody knew Hedberg. Anybody that paid attention to the comedy scene in the late 90s early 2000s knew Hedberg. Do you seriously know people that hadn’t heard of him before? Like my parents probably didn’t know him but certainly everybody my age did. He was really huge for a short time. Then drugs ended all that.

I thought he was funny. But it was wildly annoying when my buddies would try to do his jokes, because you just can’t do it like he did it.
