They wanted to give her depth, I think, because they need the character. She acts as a sort of go between for Hank and Skylar and Walt. There's some communication/information they want to go on between Skylar, Hank and Walt that wouldn't be smooth without her there.
And if they don't flesh her out a little bit she just ends up as a mouthpiece or sounding board.
