Bullshit. Smith knows that he can always portray the NFL execs as uncompromising bigwigs who refuse to negotiate. Because of that, he likely demands things that he knows the NFL would never agree to, and then blame them for inaction with things like this. We certainly don't know how these discussions have gone in the past, but it stands to reason that Smith would blame anything but his uncompromising demands. The players probably love it; they stand to lose quite a bit if HGH is as rampant as rumored.
