I think if you offered the Cubs:
Yordano Ventura
Chris Dwyer
David Lough/Johnny Giavotella
Jarrod Dyson
That might be a package that can net Garza. A young pitcher with high, TOR upside in Ventura (who is 2-3 years away)
Dwyer is another high upside good who has No. 2 starter potential, and at worst is a solid bullpen weapon
Lough/Gio are both solid players who can contribute at a league-average level (at least) for you.
Dyson is a good complementary piece, especially in the NL, where his speed is more useful game-to-game (Even if not starting).
If they want someone who can close, you can offer them one guy from a plethora of young, closer types in Herrera/Holland/Coleman.
Theo is rebuidling. Garza trade makes sense.
