I think Tebow is a player who will fare better outside the division than against rivals. He has an unorthodox style that catches teams off-guard. He makes weird throws and basically does things that teams simply don't see.
That might play for a bit against bad defenses that haven't seen him before, but once a team has seen him, they will adjust and render him ineffective.
Its like a sidearm pitcher in baseball. You only see those guys in relief. If a batter had 3-4 at bats in a game, that pitcher would get lit up. Even knuckleballers are really only effective because they are so rare that nobody really prepares for the gimmick.
Tebow may put up numbers this year that are just good enough to set the team back 5 years if the FO falls for the fool's gold.
