Maybe, but in today's times it is safer for all to be overly strict, because you can't help but offending someone anymore, and a more welcomed decision to allow it after seeing how it would be received. It is more acceptable to lighten or resend a decision that was harsh than to make a decision stricter or do completely away with something anymore.
