Actually, they cave him the briefcase because Jeff Hardy was suspended for drugs, and they didn't have a fallback plan. They apparently didn't decide on punk until a few minutes before the match went on and had no long-term plan in mind. And it appears they still have no long-term plan in mind.

They're booking him right now the same way they've been booking him for over a year. He'll win one week and look great. He'll lose the next week and look like the worst guy in the company. It's very...weird.
