You win a free agent by having the top bid for a period of something like 3 days without someone outbidding you (plus an additional day in which the original owner of that player, if any, gets one last chance to make a final winning bid). So theoretically, you could blow your entire salary cap and sign several free agents in the first week. But then you'd be out of the picture for the rest of the free agency period.
They're going to phase free agents into the process in groups. At the beginning, free agents from a couple of real NFL teams will be available. A week or so later, FAs from another team or two will be added to the pool. And so on. So if you have a specific guy targeted, you might have to wait a couple of months befor he even shows up in the FA pool.
