You think wrong. The conference owns the rights, and fox, along with ESPN, pay the Big XII a nice sum of cash to use said rights and broadcast games. Here is a basic explanation of the granting of rights provided by KU's own sports site (edit...not sure if this website is officially part of KU or not):
