Harvey Weinstein lobbied Tarentino that he wanted him to cast DD Lewis, but he never warmed up to the idea.
Originally, there wasn't a Vincent Vega character. Michael Madsen, who played Vic Vega in Reservoir Dogs, passed on doing Pulp Fiction, and instead chose to do Wyett Earp with Kevin Costner.
This became the spark for the creation of Vic's brother, Vincent Vega.
A Vega brothers movie has had an automatic greenlight outstanding since the release of Pulp Fiction, and Quinton has been interested in the idea, even teasing some pretty awesome ideas for the story from time to time. But, never enough to make the Vega movie over what his current project of interest is at the time. It was thought to be his next project after Inglorious Bastards, and then he just pulled a 180 after another idea popped into his head and become the focus for his next film...
That ship has most likely sailed unless he actually starts some actual preproduction on it within the next 2 or so years.
