Things change over time and he may be waiting to interview them, but at this moment in time it's not looking promising.

Which in reality means nothing, he can take whoever he wants and say "he was the top guy on the board".
Not to mention everything will change by the draft for all we know Matt Barkley might be #1 by everyone by then, no one really knows.
