My daughter was nearly three before she became potty trained, even though she had a baby toilet in her bathroom and knew how to use it since age two. She doesn't drink a lot of water during the day but drinks water all night long. I have to prepare a sippy cup with ice cold water for her bedside every night.
Our pediatrician at the time, who was pretty stern, said "Put it on me. Tell her that Dr. Peter will be VERY disappointed if she doesn't use the potty".
It worked. She never used a diaper again.
