The Browns and Raiders type teams that are and or have been HC and GM turnstiles still generate data that can be compared against the better teams in the league. Generally GMs will get more than one coaching hire that will get 3 to 4 years each so a GM is around a large portion of that time frame.

Just looking at what a Gm does is not sufficient. A GM may or may not adjust who he drafts based on who the coach is as well as other factors (filling a need, win now mode, etc).
Simply put, for this data to be considered valid they need to look at all the variables instead of just a 10 yr window.
