Yeah. From a practical standpoint we can't go through all of the players and identify that some are better at moving from Position A to Position B than others. So we do it by position instead of player. It's a little tough in some cases such as 3-4 OLBs versus 4-3 DEs, but it's the only way to reasonably do it and keep the cost model aligned. For closely related positions the penalty is going to be smaller than the value a good player provides.
