The Legacy is a system that unlocks the first time you finish Act 1 of any class quest series. Usually happens in the 29-33 range, depending on the player and class. Right now it'll just give you a surname that you select that will carry across all your toons. You don't have to use it as a surname, though. You can set the game to also identify your characters as "Legacy of " or to not display it at all on a character-by-character basis. For example, my Gunslinger unlocked it, and chose the Legacy name "Sunstrider". So she's Teela Sunstrider. My Consular is Talan Sunstrider, or if I'd prefer, Talan, Legacy of Sunstrider.
I haven't dabbled around with legacy experience yet, so I'm not sure how it's gained, but eventually, it will unlock abilities across your account. But that's not ingame yet, and nobody really has any idea what it will entail.
I think the servers are down until 6, but I'm not sure about that.
