Teams picking in the top 10 who need a QB:

Chiefs
Jaguars
Browns
Bills
Jets
Eagles
Raiders

The Jaguars and Browns (and Raiders and Eagles, kinda) already have their "franchise guy" but that should not stop any team from drafting a franchise QB if one is available.

From 10-20 you have Arizona who is ravenously hungry for a franchise starter as well as teams like Tennessee, New Orleans, and Dallas who either have aging starters who will soon need to be replaced or they're getting kind of frustrated with their current guy.
