I'll answer this outside the spoiler since I don't think it really gives away anything in the story. Books 4/5 (A Feast for Crows/A Dance with Dragons) are on parallel timelines, but split into two groups of characters. Basically, GRRM had so many different character arcs going that he couldn't figure out how to squeeze them both into one book. So yes, that's correct. But that doesn't mean they were eliminated from the story by any means.
