So they give facebook a couple mil, target the consumers and see how it goes. Facebook will definitely cut deals for large swaths of spam, wait and see.

Maybe. Certainly facebook is facing the issue of generating money.
But it's going to have to be a helluva deal. Advertisers' cost through spamming is probably currently a fraction of a penny per target.
