I don't know about you but it sounds like a hit to me.
I agree that most normal hit-men are much better shooters and I suspect this was a low level thug and was probably crapping his pants the whole time.

This was the first thing that popped into my mind. Either a hit by someone who isn't studying Ludlum books or a dispute with someone close to Taylor. SI had an article of the problem athletes have shaking the bad from their ghetto roots and I wonder if that same concept has any bearing here. Maybe someone of less than law-abiding bent that was close who ST wrong or thought he wronged.
