Likely because A and B have pretty big geographic swaths they had to cover, so giving C such a tight travel plan would be an advantage that the teams in A and B don't have.

As to D's tight little pattern...well duh. The Penguins, Rangers and Flyers are in that division. The NHL doesn't want to trouble their darling little franchises any more than absolutely necessary.
