You need a ledger board to attach the joists to. Where the ledger board will contact the house, cut away the siding to accept the ledger board. Install flashing and proceed with deck building.
The flashing isn't necessarily there to prevent water/moisture from getting behind the siding. It's there to stop water/moisture from getting behind the ledger board. If water gets between the ledger and structure, there ledger board, structure and even the siding if you were to leave it would be compromised. Eventually rotting and ruining the integrity of the deck, and possibly the home.
