That's games in general now IMO. Companies want to make money as soon as they can and even if the product isn't finished, they know people will buy it. It's not just FPS, look at Starcraft or Diablo 3. Starcraft is still waiting on features that were promised a long time ago even though it was released two years ago, and Diablo 3 at release was missing a lot, and still is actually.
