Police Officers should have to provide their own liability insurance like Doctors and such or something along those lines. There should be a way to shift the financial responsibility away from the taxpayer.

We do, it's more like a union than a doctors malpractice insurance. But rest assured if I do something blatantly illegal, the department and the union will not help me and I can be liable in court for any and all belongings.
