Raw has had both world champs for over a month. As has Smackdown. There's been no brand split, everybody is showing up on every show. It hasn't mattered that both champs are technically part of Smackdown's roster.
But that sort of tomfoolery usually ceases after WrestleMania, and it surely will this year because they're doing the draft right away. There's no point to the draft if they aren't going to hold firm to the rosters and get everyone separated again. Which means bringing a belt back to Raw.
Plus, the hook for the new WGN show is that guys from one show will wrestle guys from another show, so they have to re-establish the exclusivity of the rosters for that concept to have any meaning.
