The person in the photos isn't a child. I agree that children need supervison when using any kind of fireworks, but this person didn't have both oars in the water to start. What kind of idiot places a quarter stick of dynamite in their mouths and lights it? I hate that it happened but that kind of accident could have been prevented with any IQ above 50.
