Clearly you've never had to deal with a bunch of power hungry dicks trying to backstab each other to get on top.
Remember the rule of 2 was really more of an advisory anyway Palpatine regularly bent it. But really for the master the rule of 2 makes total sense.
While it sounds good to train 15 minions to do your dirty work and kick ass in your name, the reality is if you train 15 apprentices you now have 15 people who are actively plotting to KILL you. 1 person is WAY easier to keep tabs on than 15.
While the whole send off dark side apprentices throughout the galaxy sounds good why would anyone who has a shit ton of personal power settle for a backwater part of space when they can potentially plot and TAKE the heart of humanity.
No matter where the dark side users are, they will be plotting to take the most power. Remember GREED is one of the tenants of the dark side. There is no such things as peaceful coexistence. If you train 15 apprentices you are certain to die. Because if you are more powerful than all of them individually, then they will then all join forces to kill you off. Then the gang will kill off the next strongest member and so forth until really there is only 1 or two left.
It would be only 1 left, but 2 can exist too, especially if one is more powerful. So long as the apprentice knows he can't win he won't attack and the more powerful user can have them do their bidding. When the apprentice becomes strong enough(or the master weak enough), he will kill off the master. That is the natural order of things.
Heh if you create more apprentices it just means you're going to die sooner.(unless they're stupid and you can get them to fight among themselves, which also defeats part of the reason of having more of them).
