He's an above average worker and above average on the stick, but he's so insecure that he cannot be put on the level with anyone else.
For being a student of the game, it's pretty damned funny that he never learned the most elemental lesson of wrestling--you are only as good as your opponent.
Hogan was a great draw because he allowed himself to get dominated by monsters up until the Superman comeback. Rock allowed inferior guys to go over him without a second's notice. Foley and Flair have made dozens of guys, including in Foley's case, HHH.
Yet there he is, last night, more than holding his own in a 3-1 altercation, and even getting in a lot of shots while handcuffed, and no selling a sledgehammer shot.

Dominant babyfaces rarely draw as well as underdog babyfaces that take a fair amount of punishment. Steve Austin, during his chase of Shawn Michaels, got the shit kicked out of him a bunch of times by DX until he was able to get his hands on Michaels at WM. That's what fans want to see. They don't want to see a face dominate the heels week after week then get the duke at WM. It's completely anti-climactic.
