While it does not have 100% to do with it, I believe a big part of that is the exclusive deal. Fifa has Pro Evolution Soccer to compete against. It would be very easy to just update rosters in Madden for PC. So EA doesnt offer it. If NFL2k was on PC, I would bet you would see Madden on PC as well.
