Sure, every GM is sold on the guy when they take him. They're sure he's going to be their guy, other wise they wouldn't take him.
But I doubt very much a Gm is gonna come out and say "we are 100 percent sure he's going to be a franchise QB" at the time they draft him and be convinced about it.
