I wouldn't count on Republican states adopting this as quickly as democratic states, but you never know. Unfortunately I would imagine Kansas would be one of the last states to do this based on the track record of some of the senators and house reps views.
I think it is going to come down to how successful they are in Nevada, and New Jersey if they start a site up soon. And to be really successful they need to pool players into the same client regardless of state. If there was a solely Kansas state approved online poker site the traffic really wouldn't even be worthwhile I don't think.
I know attempts at legalization in France haven't been very successful due to the strict regulations and amazingly high rake structure, but from what I have read today that doesn't seem to be the case w/ Ultimate Poker, which is very exciting.
