I don't recall Jane being clean. Maybe she was and I don't recall that detail. She seemed pretty willing. I really thought she persuaded him to join her.
Yes, most of Walt's actions with Jesse could be seen with two motivations. They helped Jesse in some way, but also helped Walt. The thing with Brock was to get Jesse to join him against Gus.
Walt encouraging Jesse to leave town was the same thing--sure it would help Walt, but it was still good advice for Jesse.
