Really? Let's take him against someone like McNabb, a quarterback who is/was definately a scrambler. Their career rushing yards are nearly identical and Culpepper has more rushing TD's. And despite being in the same draft class McNabb has started and played in more games.
I would say Culpepper falls under the scrambling QB category.
