If everything works in Safe Mode with Networking, then the issue must be related to something being applied by your own computer. Have you tried temporarily disabling any virus/spyware/malware/etc protection and testing? If it's multiple browsers, I'd suspect some app like that as opposed to a browser setting or addon.

It's my work machine and I have Microsoft Forefront Endpoint Protection running, controlling by admin. I can't disable it.
Windows 7.
