A properly vented attic + attic fan = a big drop in attic temp which results in taking a load off of the A/C.
You are basically pulling 95-100 degree air into an attic that is 25-30 degrees hotter. Even with insulation it makes a huge difference.
How does dust get into the house when there is no air flowing through the living area of the house? Unless the house is leaking a ton of air there should be no air movement in the living area of the house.
A whole house fan is completely different. It vents air through the house upwards through the ceiling into the attic just as previously stated.

There ya go , he's referring to a whole house fan then. And they will suck a pile of dust right thru the windows.
