Violations that result from a failure to monitor are usually limited in scope and do not involve widespread inadequacies in compliance systems and functions that are often found in lack of institutional control cases.”
Typically, schools and individuals named in the notice of allegations have 90 days to file a response, and that can be reviewed by the NCAA Committee on Infractions. Penalties could be announced months later.

So, basically, the NCAA "investigators" allow people to corroborate their own allegations.
