One w/o the other is virtually worthless. If the opposing defense knows what you're going to do pre-snap, you'll fail more often than not. YES, a premier QB is more important than a premier HB. However, w/o balance to the offense, defenses with key to your strength and force you to beat them with your weakness (aka limiting Charles and forcing Casshole / Quinn to beat you).
If this current offense had a legitimate QB and possibly another receiving threat opposite Bowe, they'd be damn near impossible to stop.
