It was the wrong decision, period.
He's a rookie QB that had a chance to hang out and work with veteran NFL players. That's a huge bonus for any player, let alone a rookie.
If he went and played lights out, he'd have more support in the locker room this season, not to mention, push his QB rival to work ever harder. If didn't play well, he'd have the opportunity to analyze why he didn't play well and try to correct those issues during training camp.
Anyway you look at it, it's a Lose-Lose for Smith.
