Budget and the "soft cap" would be my guess.
McCarthy is probably more amenable to a one-year deal than Marcum, as he is in the "prove my value" mode more than Marcum.
I'm a fan of McCarthy. He's a bit of a health risk, but no more so than Marcum. He apparently loves KC. And for him, this is a big ballpark with a good defense, where he should be able to put up good numbers. And he's younger than Marcum (only 29).
I think the chances of signing Marcum were drastically reduced when they agreed to the three-year deal with Guthrie. It's unlikely he's going to go anywhere for less than 2-3 years, and the Royals probably (and rightfully?) see a lot of risk in tying up money and years in a guy who is injured so often.
