That's completely weird.
The interviews with people who knew them all indicated that Suspect #1 was a terrible piece of wannabe terrorist feces, and that Suspect #2 was a nice, normal guy who didn't seem hostile. It initially made me wonder if perhaps he was duped into participating, or that he didn't participate and was just wandering around with #1. However, I saw somewhere that he posted a tweet making a joke about the bombings, and a normal person wouldn't do that. A normal person would be tweeting about how close they were and how they could have been killed. And then you have that picture of people fleeing, and you can see #2. Everyone around him has expressions of concern or fear, and he looks relaxed. There's no way he's not guilty.
