Yes, guts. I read that as we were supposed to think she was recollecting her past (as was the Governor), and progress was being made. Then we (and the Governor) realize that she's just distracted by the fresh meat/guts, choosing to focus on that instead. That disgusts the governor, and he then throws her back in the cage because his hopes are once again dashed.
Just how I read the scene.
