Unless you think Andy Reid is a complete and utter moron, he saw enough of each and every QB available in the 2013 draft and decided that he would be better off with Alex Smith as his starting QB in 2013.

I'm not sure his due diligence with QB s was so good. He was looking for a job and hammering out his staff for a while. By all accounts KC showed interest in Smith pretty early and talks were happening at the start of the combine.
