Pot is not legal. Common misperception about the Netherlands.
The correct term would be tolerated. In other words the police don't see a need to hunt down every person that has a gram in his pocket.
A licensed and tax paying cafe can sell it but they must meet certain restrictions. And they can be strict. Like any customer found in the establishment with hard drugs. Removal of their license. Over the 500g on hand per cafe limit at any given time. Same thing, license gone. Selling of more than 5g per sale, license gone. If you are caught smuggling or growing you are going to jail.
