It was established that Bucky died shortly after Captain America came back in the mid-1960s* and he didn't come back to life until 2005 or so.

*for those that might not know this, the whole backstory with Bucky dying and Cap getting frozen isn't a story from the 40s, it's a retcon from the 60s
