If you're going for "surefire," then yeah, Luck is as good as they come, but even Luck isn't 100% surefire.
Which is why it's pointless to even argue if surefire makes a difference when comparing any two QBs. One QB is better than the other. One QB has elite skills, the other might as well. The other might not.
Geno Smith has an elite arm. He's got an Andrew Luck arm. He's also got Luck's poise in the pocket and ability to avoid the pass rush. Geno also has the ability to scramble if he needs to. though I don't think he's as fast as Luck or RGIII at doing that. For our purposes, Geno Smith would be the best scrambling QB we've had in a LONG time. That's good enough for me.
Your questions about him keep going back to the system and offense he plays in, but in those regards he's not all that much different from RGIII. They weren't the same offense between the two QBs, but it wasn't pro style, which is all that seems to matter to you.
Luck had the pro style offense, and a QBs coach/head coach with a proven track record. That's why Luck is more attractive to you. That's fine.
But surely that doesn't put Geno Smith that far down the list, does it? Cam Newton and RGIII have both come from non-pro style systems and have both made the transition brilliantly. Surely a guy like Geno Smith with the perfect attitude, work ethic, leadership qualities, and smarts should be able to do what those two were able to do.
