With Martinez, perhaps b/c they don't think his size is projectable over the long term.
With Wacha, perhaps they worry about his inability to control the curve and feel he is overrated as a prospect.
FWIW, we have to keep Martinez down for a few more weeks to avoid Super Two status, since he was up for a few weeks as well.
