Libya has socalled "sweet" crude which is not found in relatively plentiful quantities in SA, which has heavier "sour" crude which requires different refinery technology.
Sorry but it's just not that simple - can't just turn up a spigot one place to
replaced the outflow lost from a spigot in another place.
