He signed thousands of autographs for known dealers on multiple occasions, and they aren't denying that. The lack of proof is about payment, but the NCAA isn't a court of law, they could have reasonably declared him ineligible without any hard proof of payment just because its so obvious he is guilty. They chose to look the other way and not enforce the rules in this case.
